NEMA: Environmental Impact Assessments
Update: Draft guidelines 3 (General Guide to the Environmental Impact Assessment Regulations) and 5 (Assessment of Alternatives and Impacts in support of the EIA Regulations) have been realised for comment before 20 November 2006. These guidelines provided by the DEAT are highly useful and, based on the wording of certain provisions of the regulations, almost seen as part of the law.

Promotion of access to information
Amendment of regulations relating to prescribed fees. Also, a head of a private body, an information officer of a public body or a head of a public office may face a fine and/or up to two years imprisonment if they willfully or in a grossly negligent manner do not make a manual available as prescribed, charge when not allowed to or charge any fee other than a prescribed fee.

Further Education and Training Colleges Bill
Among other, the Bill intends to repeal the Further Education and Training Act, provide for public and private FET colleges to separate FET institutions and schools that offer FET programmes, enable students to acquire the necessary knowledge, practical skills and applied vocational and occupational competence, provide students with the necessary attributes required for employment, entry to a particular vocation, occupation or trade or entry into a higher education institution and prohibit schools from offering further education and training and ensure that an annual audit is carried out by an auditor.

Income Tax Act: chapter 3 part 1A advance tax rulings
As from 1 October 2006 there is an advance tax ruling system with regard to any provision of the Income Tax Act. There are three types of binding rulings: binding general rulings; binding private rulings and binding class rulings. SARS has now also prepared a well-written and fairly simple brochure to give a general overview of the new Advance Tax Rulings System and to answer basic questions.

Foodstuffs, Cosmetics and Disinfectants Amendment Bill
Proposed authorization of medical practitioners, environmental health practitioners and veterinarians to administer provisions; an increase on deposit for requesting an analysis or examination of samples; further regulation of food premises, handling of foodstuffs, exportation and importation of foodstuffs, inspection and removal, detention and destruction of food-producing animals or foodstuffs and water used for food processing; regulation of mollusc farming and fish farming; and delegation of functions to provincial departments. There are three changes in the third version of the Bill, two stylistic changes and a change to the definition of mollusc.
